Abortion was prohibited in 1966 by unpopular Decree no. 770 in order to achieve demographic targets. The decree was abrogated by the post-communist leaders days after the December 1989 uprising, and the sudden liberalization gave Romania the highest abortion rate in Europe, with over 1.2 million conducted yearly in a population of 23 million (Luxmoore, 1996).

Public sentiment favoring the liberalization of abortion after more than two decades of communist pro-natal policies rendered abortion a highly sensitive issue.

In a January 1994 open letter, Orthodox leaders urged the state to take legal action to curb the explosive increase in abortions („National Catholic Reporter,” 28 January 1994).

The request was reiterated in 1997 by Senator Ioan Moisin, but his PNTCD did not support him for fear of alienating Romanian women, most of whom strongly oppose any restrictions on birth control.

Another short comment on the first results of the 2011 census:

Romania’s population fell by 2.6 million people in the past decade as more Romanians left the country and fewer babies were born, the National Statistics Institute said today.

The Balkan nation’s population declined to 19.04 million from 21.68 million in 2002, the preliminary results of a census conducted last year by the statistics institute show. About 53 percent of the country’s population lives in the urban area, while 47 percent in the rural area, the institute said.

Romania, which joined the European Union in 2007, remains the second-poorest country in the 27-state block after neighboring Bulgaria, as its economy dropped a cumulated 8.4 percent in 2009 and 2010 amid the global crisis. The economy probably grew 2.5 percent last year, according to the International Monetary Fund.
